Solution:
1. Click Start,and then click Run.
2. Type regedit, and then click OK.
3. Go to the HKEY_CLASSES_ROOT window, and highlight the main branch.
4. Click Security, and then click Permissions.
5. Set the permission for Everyone to Full, and then click OK.
6. Select the HKEY_LOCAL_MACHINE window.
7. Navigate to the System/CurrentControlSet/Enum branch.
8. Click Security, and then click Permissions.
9. Set the permission for Everyone to Full, and then click OK.
Most of the times we mentioned to the customers to ensure if they are logged in a as an administrator, or have the Adminstrative privileges to their user acount.
In such cases, Additionally we can also provide the following four easy steps to ensure that, they(the customer) is log on as an administrator or that his user account has administrative privileges on that computer.

In the Open: window, type lusrmgr.msc. The Local Users and Groups window will open.
Click Groups on the left-hand side.
Double-click Administrators on the right-hand side. This shows all users with administrative privileges.
